In small groups, bare chested, knee deep in murky water, they sieve gravel for hours until they spot the glitter of one tiny diamond. In town, we interview an illegal trader who compares diamond dealing to the blood diamond trade in a warzone. He takes out a small paper package from his trouser leg and slowly unwraps a cluster of uncut jewels. He carries them to bribe his way out of any difficult situations. The De Beers diamond cartel is keen to stop the illegal diamond trade. A spokesman maintains that most of Angola'’s diamonds are smuggled out the country and are therefore denied to the people of Angola. “We would like to develop a first class diamond field and build a proper mining operation. In this way the country can be further developed.” Local mining companies depend on private security firms to guarantee their safety. While filming, bandits with grenade launchers and machine guns take our reporter by surprise. After much bargaining, she is finally allowed to leave the area. Surviving on erratic food aid the 15,000 internally displaced refugees are malnourished and desperate. Now, in the past week UNITA has shot down 2 UN planes forcing them UN to recall its peacekeepers. The future for Angolans is looking bleaker everyday. (15 Jan 1997) English/Nat A plea by Britain's Princess Diana for a world-wide ban on land mines has sparked a political row in her homeland. Her comments, made during her trip to Angola, have angered some members of Britain's ruling Conservative Party who say her stand appears to be at odds with official British government policy. An unidentified government minister called Diana "ill-advised" and a "loose cannon." The controversy cast a shadow over her visit to Kuito - believed to be the most mined town in the world to inspect the damage done by 20 years of civil war. Princess Diana, who is in Angola on a four-day mission aimed at focusing world attention on the evil of mines, toured Kuito, believed to be the most mined town in the world. It was here that the two sides in the 20-year Angolan civil war faced each other, just 20 yards apart across the main street. Back in Britain, a war or words is taking place following Diana's plea on Monday for a world-wide ban on all anti-personnel mines. This statement provoked a sharp reaction from some ruling Conservatives who criticised her stand because she appears to have departed from the government's policy. One unidentified government minister said she was "ill-advised" and a "loose cannon." In Angola, the princess, who has been briefed on the political row her comments have caused, said she was just trying to help. SOUNDBITE: (English) Q: Ma'am a government minister at home has said you are a loose cannon by supporting this campaign, do you have any reaction to that? A: "Oh dear, I'm only trying to highlight a problem that going on all around the world, that's all." SUPER CAPTION: Diana, Princess of Wales Many newspapers in Britain led with the story Wednesday saying Conservative ministers were furious at Diana stepping into the debate on landmines and seemingly aligning herself more with the Labour opposition rather than with government policy. The Conservative government says it is working toward a global ban, but as an interim step it would permit governments to stock mines which disarm themselves after a period of time. The opposition Labour party, however, supports an immediate ban on all mines. In London, a defence analyst called her comments naive. SOUNDBITE: "I think there's no doubt at all that the advice Diana, Princess of Wales has been given is naive and lacking. I think that there are certain areas that her people don't fully understand and that's the difference for example between anti-personnel mines and anti- tank mines. If she had been better briefed, she could have actually made a lot more of this. SUPER CAPTION: Paul Beaver, Jane's Defence Weekly, Defence Analyst Diana saw for herself some of the mines the Red Cross seeks to ban, which have been used in Angola's civil war As she went about her tour, the British Ambassador to Angola said the controversy in Britain has not affected the tour at all. SOUNDBITE: "I don't think there's any disquiet at all. We're very happy that the princess has come here, it's a most successful visit and I hope sincerely that the rest of her visit will be equally successful." SUPER CAPTION: Roger Hart, British Ambassador to Angola De-mining experts from Britain's Halo Trust took the Princess on her tour of the devastated town. All around were minefields and she was warned not to step off the pot-holed tarmac roads and paths. They explained their work to her. SOUNDBITE: SUPER CAPTION: Paul Heslop, Halo Trust Diana, who has been blocked from going to Bosnia and Cambodia because of the high level of danger, would not have seen such devastation before. Angola is rich in both kimberlite deposits and alluvial diamonds washed out from their kimberlite hosts by ancient river systems. The country has suffered from political instability for decades after gaining independence from Portugal in 1975. Shortly afterwards gaining independence, a civil war erupted that would last more than 25 years. As a result, large mining companies have been somewhat reluctant to invest in mining in Angola, and the country is believed to possess significant diamond resources that remain undiscovered. In 2011, Angola introduced new legislation aimed at attracting foreign investment into its diamonds sector to help boost production. The plan has shown some early results. In 2015, ALROSA announced that it would invest $1.2 billion into the country to further develop producing assets and to increase exploration work in the country. Keeping pace with the recent string of large diamond discoveries around the world, Australia-based Lucapa Diamonds announced in February that it had unearthed the 27th largest diamond ever from its Lulo mine in Angola. The gem was sold recently for $16 million. Lulo mine photos courtesy of Lucapa Diamond company
